CBPS@25 I Avani Kapur I Public Finance: Going Beyond Numbers – State Capacity and Processes


Public finance has been one of the dominant research areas for the CBPS, where in addition to engaging with public finance on its own, it has also been an important dimension in the studies conducted in other domains, e.g., education, health, gender, sanitation. Avani Kapur, Senior Fellow at the Centre for Policy Research and Lead at the Accountability Initiative, New Delhi, as the lead speaker for the theme of Public Finance discusses about the fiscal landscape in India, while emphasising the need to go beyond data and to understand the underlying factors influencing state capacity and capability. She discusses issues such as underutilization and misallocation of funds, the complexities of the public finance system, and the importance of organizational and administrative capacity.
The video also featured a Q&A session where various questions ranging from the impact of naming welfare schemes as “freebies” to the nuances of decentralization and process reforms were raised.
